Why do paper leaks keep happening?
Because a printed paper has to exist, in full, long before the exam, and every hand it passes through is an opportunity. India has recorded roughly 50–90+ documented exam-integrity incidents across 8–15+ states in the past seven to eight years, affecting an estimated 1.4–1.7 crore aspirants (Tribune India). The Public Examinations (Prevention of Unfair Means) Act, 2024 arrived with penalties of up to 10 years’ imprisonment and ₹1 crore fines, and the NEET-UG cancellation still happened two years later.
